Aleksey df92ada1e5 Restructure "Панель Remnawave" into a "Панели" section with 4 entries 
Adds a dedicated sidebar section for VPN panel integrations: Remnawave
(functional, unchanged), Marzban, PasarGuard, and 3x-UI (placeholder
pages linking to their GitHub repos, no real integration yet — those
come one at a time once Remnawave is stable). Remnawave moved from
/admin/remnawave to /admin/panels/remnawave for consistency with the
other three; its backend API routes are untouched.
